As a national and structural project, Ci-RES will have a very important impact on the capacity building of Algerian higher education.
At the institutional level, the project will support the reforms initiated by Algeria since 2004-2005 and which need to be updated because of geopolitical changes in the world. The project will make it possible to create and/or reformulate the internal regulations of the Algerian partner universities to create institutional capacities for the integration of refugees in all spheres of university life. The internal regulations include transparency measures relating to access to Algerian higher education, which contributes to promote the reform of higher education in Algeria.
On the other hand, one of the measures for the reform of higher education consists of the training of trainers and continuing education. These two objectives are made concrete through continuing training on a MOOC platform developed by Setif 2 University to strengthen the capacities of refugees, academic, administrative, and technical staff, and the strengthening of the linguistic capacities of refugees. This process of updating knowledge is part of the capacity-building action and the promotion of reforms initiated by the Algerian Ministry of Higher Education.
The practical workshops, as well as the advanced training courses, will also allow accessibility, equity, and access to higher education by vulnerable groups such as refugees. The doors open to the job market and the work organized upstream with the professional liaison office as well as the career center at university level are proof of the desire to align academic training and professional career. Offering this possibility to all categories of students including refugees reflects the relevance of the Ci-RES project and its effective contribution to capacity building projects.
Cultural and sporting activities will be a space for intercultural exchange and dialogue to allow democratization of access to higher education. Refugee students will have the opportunity to express their thoughts, needs, and difficulties through a frank, open, and responsible dialogue nourished by respect. Algerian universities will experiment with new learning and dialogue methods based on the skills approach the service approach and the intercultural approach.
The creation of new offices in charge of refugee affairs will improve the management of higher education services through the development of internal regulations. also will help to strengthen equity, access, and democratization of higher education through the introduction of vulnerable groups, peoples, and regions. In addition, Ci-RES aims to encourage cooperation between Algerian partners and European universities and help the Algerian Ministry of Higher Education meet the challenges of governance by managing refugee issues. This includes improving the quality of life of this category inside the university, developing educational programs tailored to their needs, modernizing the higher education system through joint initiatives and effective institutional capacities.
